In 1998 and 1999, Artem interned with the Department for Science and Analysis of the Secretariat of Verkhovna Rada of Ukraine where he worked on implementing European Union and American legal norms into Ukraine law. <br /><br /> In 2000, Artem graduated from the National University of Kyiv-Mohyla Academy with a concentration in economics.
