Derek Bloom is a Partner with Marks and Sokolov’s Moscow office.
Mr. Bloom is a member of the District of Columbia Bar Association. Before moving to Russia, Mr. Bloom practiced law in Washington, D.C. from 1984 to 1995 as a partner in a securities law firm focused on securities issuances by US financial institutions.
In 1995 Mr. Bloom commenced his work in Russia as a lead counsel structuring investments by multi-national corporations and thereafter accepted a partnership position with Coudert Brothers, a noted international law firm. While primarily based in Moscow, Mr. Bloom ran the firm’s St. Petersburg office for three years, during which time Coudert Brothers led high profile corporate antitakeover defense work. At Coudert Brothers, Mr. Bloom led work on a large number of foreign investments in Russia. He developed a significant financial leasing practice, which included the first leases of Boeing aircraft by a large Russian charter airline.
In January 2005, Mr. Bloom became General Counsel to Golden Telecom, headquartered in Moscow, prior to its merger into Vimpelcom, one of the three leading telecommunications companies in Russia. In 2006 and 2007 Mr. Bloom was based both in Washington, DC and Moscow as a partner in a Washington, DC law firm specializing in corporate aviation, including for Russians acquiring business aircraft.
In February 2008, Mr. Bloom became General Counsel of PromSvyaz Nedvizhimost, a Russian commercial real estate holding company, to complete a corporate restructuring and prepare the company for an issuance of stock on the London Stock Exchange. That transaction went on hold with the onset of a financial crisis.
In September 2009, Mr. Bloom joined Capital Legal Services, a Russian law firm, as a partner. He continued his practice in the areas of foreign investments in Russia, commercial real estate investments by Russian and foreign investors; secured financing and financial leasing in Russia; and business aviation.
Mr. Bloom is fluent in Russian. Mr. Bloom is a regular speaker at conferences on legal developments in Russia, and has published numerous articles on current Russian legal issues, including on numerous aspects of business aviation in Russia and sensitive topics concerning hostile takeover defense and necessary legal reforms in Russia.
